[IT-3089] Remove travis service account (#967)

security hub flagged this service account for key rotation. We have switched all repos using this service account (travis-ci) to use OIDC (github action) therefore we no longer need this service account. depends on Sage-Bionetworks-IT/packer-amazonlinux-docker#7
