Ingest Y MKO photometry data from Ultracool Sheet (#405)

* inserted finished ingest_MKO file * fixes ingest_photometry after the removal of ucds and bands * updated ingest_name * fixed ingest_mko * final fix to ingest_mko_y_data * added test data for ingest * modified data files
