Description

This PR encode the URL for class details page to fix an issue reported by the customer.

Changes made

encode URL for class details page
decode Titles in Instructors card
update test

How to test

Start openedx services
Go into the institution portal in courses page, select one course
Select one course and the create a class that contains an / (ex: CLASS/BUG)
Enter into that class and see that everything is good
