Restricts the event hosts add menu to only show staff. Its currently not very useful given how many nonstaff you have to search through to use it.

Back when I was implementing the map party feature, the intention behind not filtering was to allow easy access for potential 'Guest Hosts' who were not staff members. However, I don't believe this is the direction we're going for anymore. So, great change!
