Use new opencast api exceptions from API plugin

The branch-tool-plugin in the moodle-ci.yml file has to be reverted to main after merging this PR!

It works only UP TO 16.x, and it does not work with 17.x
Actually, this applies not only to this PR but overall for this plugin if we use Opencast 17, the reason is that, the plugins are not yet compatible with Opencast 17:

• In Opencast 17 they got rid of workflow configuration panel as normal string, and it is now switched to configuration panel json, but we are still pulling them as normal string!

  • This needs to be addressed in opencast-php-lib first: Update for API Workflow definition endpoints: withconfigurationpaneljson elan-ev/opencast-php-library#34

• Up until 2 weeks ago, before Mathias updated the opencast-docker repo "master" branch to point to oc 17, everything was fine.

  • see this commit: opencast/opencast-docker@c6b71e0

• The main reason that ci failed, was only because of this parser input file that somehow returns back null or empty opencast docker branch ref => in result, the action/checkout sees that no ref is provided therefore, it goes for the master branch, which points now to oc17!
