I am unable to test right now, I plan on getting a Steam Deck in a few months and I have been looking at what fixes I would need to do for the games in my library, is there a way for me to test this on Windows?

BTW looking at ProtonDB, this game also need d3dx9 and xact, not sure if wmp11 is actually needed then.

There probably is, but even if there was, I don't think testing this on Windows would be representative of the experience when playing this game through Proton. So until this fix gets tested, I can't merge this now.
