NyanCoin release 1.3.0

No code changes, just promoting the old public-test builds to stable.

-signed builds are digitally signed, powered by Certum OpenSource Code Signing. All further builds by me (/u/vmp32k) will be signed from now on.

Public Test Build #1 revision B

Exactly the same code as Public Test Build #1 but statically linked with a newer version of OpenSSL: OpenSSL 1.0.2h 3 May 2016

Linux / Mac builds may or may not be added later.

Changes compared to the original release from Feb. 2014:

• built with OpenSSL 1.0.2g 1 Mar 2016
• backported ppcoin: Fix invalid signature with crafted length #101
• migrated to Qt5 (5.6.0) from Qt4 (thanks jamescoxon)

This build should be considered unstable with a slight possibility of causing a fork (changes to CKey::Verify) although I have been running this client myself without issues for a month.
