Removed relaxed constexpr by adding include guards around the few spots left CCCL hasn't implemented host/device functions
Bumped CCCL to 2.7.0
Removed unit tests where trigonometric functions were tested with integers
Fixed issue with CUB types where
cuda::std::tupleandthrust::tuplewere being used interchangeably.
