Makes changes to enable looped ingestion of cosmos status messages

Changes:

  • Moved file manipulation methods into processing.py
  • Added method for joining loose csv formatted files into a single sorted document
  • Rebuilt database file and added to s3://ukceh-fdri-staging-timeseries-level-m1
