"Save" Button in "Create Expansion Rule" is Incorrectly clickable

Describe the bug

"Save" Button on this form is clickable without a parcel specified, although it does nothing until a parcel is specified. Very confusing until I realized I forgot to make a parcel (due to making a parcel and uploading dictionaries being on separate, unlinked pages).

Reproduction

1. Click "create new expansion rule.
2. Specify model, activity, name

The "Save" button will now stop being grayed out.
