I mentioned this request briefly in my bug ticket regarding the save button in "Create/Edit Expansion Rule". What I neglected to mention in that ticket was that I completely missed where to go to make a parcel (or that I even needed to make one) until I realized I couldn't save my new Expansion Rule without a parcel and carefully went over the main navigation drop-down.

Describe the feature request

The workflow to get an environment set up for sequencing is confusing. Specifically the workflow of Upload Dictionaries -> Create Parcels -> Create Expansion Rules/Sets/etc. This comes from each step being on a separate page that is neither linked to by the prior step nor mentioned by the previous step until you're in a Create subpage. In fact, if you were to start on the "Create Expansion Rules" subpage, you would only be told that you need a Parcel and not know that you need dictionaries for that parcel until you're on the "Create Parcel" subpage.

Contrast this to getting an environment set up for planning, where uploading a Mission Model takes you to a subpage that has a button to take you to the next step of Plan creation, and if you go to Plan creation first, you can see without entering a subpage that uploading a model is a prerequisite.
