Merge pull request #24 from MuNuChapterHKN/feature/apply-notification

- Send confirmation email to applicant upon successful apply
- Reset apply counter to 0 if not updated in the last 30 days
- Substituted @vercel/kv apply counter with a file counter
- Improved Telegram notifications & error messages
- Updated library versions to fix vulnerabilities
