修复启动时 fd6ef4a getAvaliableSignServer() 内因指针为空导致 panic 的问题

感觉还是得用个变量标记一下使用的签名服务状态，便于记录失效签名服务器
获取的时候服务器和状态一起被获取，应该没问题（）
