Resolve syncing conflicts from repo_sync_working_branch to master (#1…

* fix: MD001/heading-increment/header-increment (MicrosoftDocs#2155)

Heading levels should only increment by one level at a time.
Disable for pages with "tabs" since they currenlty us H1s

* Fix a gramatical mistake (MicrosoftDocs#2154)

Either "all" or "many" should be removed. Safer to remove "all", so I chose that.
