RNA and POD5 implementation

• RNA implementation - We can now simulate RNA002. Work is ongoing for RNA004.
• Own TLS certs mean that we don't have to require a MinKNOW installation.
• Write out uncompressed POD5.

Readfish 2023.1.0 compatibility

Highlights

This is a small update to implement the new MinKNOW API endpoints called by readfish in it's latest release.

Note

Whilst this will work with previous versions of readfish, versions of Icarust < 0.4 will NOT work with readfish >= 2023.1.0.

The data returned currently is mostly just what is required to make readfish run, but there are eyes on the prize to make them dynamic to more closely reflect the stages of MinKNOW based sequencing.
