Particles can no longer spawn under the world.
Particles no longer spawn in blocks, instead spawning in air.

In this update, I changed a bunch of stuff! Shocking really.
No but really, a whole ton of things were changed, including:

• The way particles are spawned, the spawn "check" now performs the check on the particle position instead of the player, very neat!
• Added velocity randomness slider. weeeeeeeeeeeeeeeeeeeeeeeeee
• Added superflat spawning toggle, since superflat worlds are hard to assume things for, they might be broken, so I left a toggle so you folks can decide to spawn them for yourselves :)
• Changed license to MPL-2.0
• Added keybinds to reload the config and toggle particle spawning! Handy!
• Changed particles so that it spawns 10 times the amount! Should be nicer to adjust now!
