What this PR does / why we need it:
Creating a
DataPlaneindex is now conditional based on whetherControlPlanecontroller is enabled.This allows KGO to start without errors when
ControlPlanecontroller is disabled andControlPlaneCRD is not installed.Special notes for your reviewer:
