Konnect entities: KonnectControlPlane CRD

Problem statement

Introduce KonnectControlPlane.

Proposed solution

• Introduce KonnectControlPlane CRD in new API group called: konnect.

• Implementation of this reconciler can be based off of the PoC branch (https://github.com/Kong/gateway-operator/commits/konnect-entities/).

• This reconciler should be able to be disabled via CLI flag / env variable.

Acceptance criteria

• KGO can create, delete and update Konnect's ControlPlanes.
• Status fields of this CRD are filled with information such as
  • Indication whether the entity in Konnect has been created via a Programmed status condition
