This is an attempt to create a binary application for quant-ux. This PR is in accordance with #148.

As of writing:

All the icons in this PR are placeholders created by Tauri.
All that has been done is the initialization of Tauri

Known Problems

  1. Login (Makes no sense in a binary application that doesn't rely on a remote database)
  2. File Open Dialogs (No popup appears when trying to import)
