This PR separates the maximum allowed compression and the maximum allowed bundle size to make the binary backwards compatible. The lowered maximum allowed compression size resulted in a compression error that resulted in an invalid vote, that should be abstain. However, this can be seen as a hot-fix whereas the core issue will be addressed in #76.
