Model Order Reduction application

This release changes the focus of the reduced order modeling approach from a code-based workflow to an app-based workflow. The same functionality exists, but now in a GUI. This will be the foundation for a Simulink model-wide tool that keeps track of different types of ROMs, their validity with source models, and system requirements.
