As of PR #1175, the LocalTxMonitor has easy access to all of the size dimensions. Benkort confirmed they would be useful #1175 (comment).

This Issue is to update LocalTxMonitor to handle those dimensions.

changes to typed-protocols mean that this is kinda blocked on supporting the changes to ouroboros-network-protocols that haven't been released yet, branch is here: https://github.com/IntersectMBO/ouroboros-consensus/tree/fraser-iohk/typed-protocols-0.3
