Chore: All endpoints are monitored in preparation for a status page

Anonymous requests will be limited in the future. Request an API key to be future-proof.
Use https://api.basisregisters.vlaanderen.be/v1/ as the root instead of https://basisregisters.vlaanderen.be/api/v1/ to be future-proof.
