Out of milestone: Ability of flashing payload

It's the first time to add payload.bin and unpacked payload files flashing ability to gsi_sdm660_64 devices.
You'll need to install Python 3 before using it, otherwise you must have your own payload_dumper.exe standalone executable instead.
