Heavy Division bot v0.2.0

Heavy Division bot v0.2.0 features an expanded list of commands, moderation features, and support guides, as well as a complete refactor into Typescript. This also includes steps and instructions for contributors to add their own features and submit Pull Requests. This iteration is based upon the architecture of FBW sim's discord bot, to make collaboration and contributing easier.
