Aha, so they deliberately removed apache2-utils. And looks like it's unclear if they will ever restore it. We need to keep an eye on distribution/distribution-library-image#106.

Yeah, I think the final solution might be to correctly do the right auth. I'll look into that. |

This is a temporary workaround. Pin dockerhub registry contianer image to 2.7.0.
