Added progress bar and unencrypted sending for recipients that have yet to send a public key to the server

This is a complete remake of the original program, it now loads the file in chunks on both send and receive which it previously did not (Sorry if that caused any trouble for anyone), as well as it has public key encryption, configuration (that actually works), and a much much better ui.
