This PR adds a new hand pump that can have its capacity increased by crafting it together with a super/quantum tank, copying its capacity.
The motivation behind it is that hand pumps are conceptually very nice for draining hatches, as the player doesnt have to open the gui, but all the currently available hand pumps are very limited capacity wise, reducing their usefulness by a lot.
Also cleaned up the hand pump class a bit.
