1.3.7: hotfix: Add a README target to fix autoreconf error

1.3.7 is a quick bugfix for 1.3.6. The description is however valid from the 1.3.6 commit as follows:

New patch release to fix dbus-codegen
A new release was requested primarily after this commit:

5adefcd Makefile: fix gdbus-codegen invocation

I felt that we should make a patch release since this fixed a real
failure when using a recent version of gdbus-codegen.
