Setup repo for nightly builds testing

The repo has been refactored to have a single cargo.toml file to dictate the fuels.rs version, and a single fuel-toolchain.toml file to dictate the forc version

Notes

• escrow still has its own fuel-toolchain as it errors at forc versions greater than 0.59
