This PR adopts the new layout of NOMAD plugins but it does not include a schema_packages folder. The reason for it is to keep the same m_def in the current entries that we have in NOMAD at the moment.
It also adds new docs pipelines, ruff, pyproject.toml, removes the nomad.yaml and more changes.
