lagoverescapehatchthreshold updates (#2189)

* update the function flow so that it accurately captures each edge case, also updated comments

* assess edge cases first

* once prev update found, break

* remove criteria for 3 udpates before the lag over threshold can be checked, added criteria that the block threshold > 0 and the block number >= earlist recorded state. Also modified and added solidity tests

* udpates to variable names and tests
