Basic Windows Service Management API.

• Create services on the current system or a remote system
• Delete services on the current system or remote system

First commit in a while, as all the code I was working on in the past 2 years was proprietary (for the company I worked for) and therefore couldn't be pushed to my personal github. So here is something lol ;)
