HISAT 2.2.1 release 7/24/2020

This patch version includes the following changes.

• Python3 support
• Remove HISAT-genotype related scripts. HISAT-genotype moved to https://daehwankimlab.github.io/hisat-genotype/
• Fixed bugs related to --read-lengths option
