Handful of updates for the above and below content regions as well as the homepage footer style

Sister PR: CuBoulder/ucb_site_configuration#71

Resolves #1435

Added secondary footer style of "Homepage Layout" so that the homepage's footer can have it's own settings. Only accessible through "advanced" layout options.
The regions needed to have their outer div changed so that the background color applied correctly to the full width.

Updated the css to fix padding issues.
Added if conditional and settings for hiding the `<header>` for the Homepage use case

Header and Footer options are in the Advanced section of /admin/config/cu-boulder/appearance

Is there a a way to make the social media links part of the footer?

Updated change to header setting displaying only if checked rather than unchecked.

Added in increase to homepage logo image.
Add `{{ content }}` (site information region's content) to the footer area beneath the Be Boulder logo.
This way you can move the social media menu in the block layout to display beneath the logo as expected.

For the social media menu if you move it into the Site Information region it should show up now as expected. Good catch I missed adding that in how Kevin suggested. You can also disable the Site Contact Info Footer as that won't be necessary on the homepage.
