AI Modifier DropDown

Remove Brutal AI Checkbox and replace it with an AI Modifier dropdown menu.
The ini files have been added to new subfolder for organization.

None -> Nothing is added/changed for AI.
Brutal AI -> Original Brutal AI values prior to 8.62 release.
Extreme AI -> The previous Brutal AI I made changes to.

Documentation on applying these changes for future:

    [ForcedOptions]
    cmbAIModifier=0 -> None
    cmbAIModifier=1 -> Brutal
    cmbAIModifier=2 -> Extreme

• Go through game mode ini files and update them.
