This PR adds the main utility functions that will be required for the new automated deployments experience.
Utility Files Accomplish the Following:
ACR Creation/Manipulation
Application Registration Creation
Federated Credential Creation
Role Assignments for clusters and ACR
Functionality was tested with playground file found here:playground file (Not included in this PR)
