Overview/Summary

Introducing a top level parameter to control the enforcement mode of assignments and chain it through the IaC solution.

This PR fixes/adds/changes/removes

  1. Ability to set Policy/Initiative Assignments to DoNotEnforce #15

Breaking Changes

There should be no breaking changes

Testing Evidence

This repo does not yet have CI in place. We are using this approach in a private fork. For they time being I recommend manual validation by a maintainer.

Documentation

Added new parameter to parameter documentation
