Janitorial: update more dependencies #40297

This updates a few dependencies and removes some others.

Proposed changes:

  • composer/composer and composer-plugin-api are now set to ^2.2 (LTS), the last version before support jumps to PHP 7.2.5.
  • symfony/console and symfony/process were bumped to ^5.4 || ^6.4 || ^7.1:
    • Earlier versions of the latter have a Windows security bulletin.
    • The former was bumped to match the latter.
    • This requires PHP 7.2.5, so changelogger was bumped to that.
  • wp-coding-standards/wpcs and dealerdirect/phpcodesniffer-composer-installer were removed as dependencies from wpcomsh, as they shouldn't be needed since moving to the monorepo.

  • Have you written new tests for your changes, if applicable?
  • Have you checked the E2E test CI results, and verified that your changes do not break them?

Testing instructions:

The changes should only affect tooling. Hopefully CI is happy.

symfony/process: PHP >=5.5.9 → >=7.2.5 (earlier releases have security bulletins for Windows)
symfony/console: PHP >=5.5.9 → >=7.2.5 (to match the above)
PHP: 7.2 → 7.2.5 (so we can have the above versions)
composer/composer: 2.3 and up require PHP 7.2.5, so we're stuck with LTS for now
composer-plugin-api: same as above

What dependencies are being updated here? It's just the lockfile.
