Version 1.3

Effectively has two parts- the application for creating the registers, and the application for publishing them out.

Progress so far- I rigged up a docker container for the creation app, which was relatively straightforward, but I have some security concerns. These may be sidestepped by running over https but I'm not convinced.

• It does not appear to be possible to pass security credentials via environment variables, so things like SMTP credentials and database credentials need to be included in plain-text
• It is possible to view the administrator password in plain text when logging in (and viewing dev console).

Not tested:

• The publication app
• Integration with GeoNetwork
