This is not nessesarily a PR but an issue.
Since the learning outcomes ensure a fellow is up to per with Modern development requirements. We (Gibbs and I) saw it important to add these details to our guidelines. @andela-anandaa Feel free to review and merge if necessary. I have edited the wiki to add this page about the pre fellowship learning outcomes and it would be better if the (pdf) link pointed to the OSP repo. The pdf links to my github instead of the osp.
