Changed Comb Processor block recipes to use a programmed circuit of 1
Added a recipe at UEV on program 2 of 40960 comb blocks to produce a deterministic output of a single comb block * 40960

This helps players at higher tiers in GT be able to process their combs just as fast as circuit 1, without all the TPS lag that brings,
