Straw man drafts of IS-04 Interactions and APIs documents.
The sections about training slashes and URL format didn't really fit in the IS-04 doc, so put them in a separate APIs doc.
These are heavily based on the IS-08 specification's "APIs" and "Interoperability: NMOS IS-04" documents.
Noted that the IS-08 APIs document had a section on "Upgrade Path" - possibly worth having a similar doc in this spec.
