If our peer sends us some `tx_signatures` that we already received, we can safely ignore them.

If our peer sends us some
tx_signaturesthat we already received, we can safely ignore them. This happened withcln, which sometimes sends duplicatetx_signatures: this something they should fix, but we can also be more robust by ignoring them.
