Removed the old lookup pages in favour of the new lookups pages introduced in #219

  • Deletes actions deletelookup, editlookup, lookup as well as associated templates
  • Updates navbars to point to new /admin-lookups page
  • Fixes issue where new filtering new lookups page would redirect to the old one
  • Adds tests for new lookups pages
