TFAR Direct Speech Switching

We can now switch between Whispering/Normal/Yelling using our scroll wheel! This will never cycle, so when it reaches "Yelling", and you scroll up again, it will stay on "Yelling", and vice versa for "Whispering".

Default: Alt+Mouse Wheel Up/Down
Edit keybinding in: Configure -> Controls -> Configure Addons -> 2BNB -> Increase/Decrease Direct Speech Volume
