Add command to modify the workflow configuration keys

We're telling users to publicly modify their workflow configuration objects for selector configuration and possibly other services like caesar. Ideally they could use this cli tool vs wirting custom python code to make these changes.

Changes i see are:

1. add a new key
2. modify an existing key
3. remove a key
