Cross compiling but no --with-cross-build option specified #10

I just follow the README and got this error:

configure: error: Error! Cross compiling but no --with-cross-build option specified - please supply the path to an executable ICU's build root
gnumake: *** No targets specified and no makefile found.  Stop.

I'm using macOS 10.12.3 and Xcode 8.2.1. What should I do?
