Problems with seeing final pop-up screen to publish data

We've had 5 organisations recently say that they were not able to see the final pop-up screen that is the last stage to publish their data. They think they are published when they are not. This is a problem as it's resulting in delayed payments to them from their funders.

I'm not sure what browser they are using but it's likely to be Internet Explorer from Microsoft (which is the default that comes with UK laptops).

Fix: is it either 1) possible to make the final stage NOT be a pop-up (which a lot of browsers block automatically) or 2) possible to put a message somewhere to say that the final stage of publishing is the pop-up screen and that they have to click on 'Allow pop-up' to see the screen?
