错误信息：

requests.exceptions.ProxyError: HTTPSConnectionPool(host='api.openai.com', port=443): Max retries exceeded with url: /v1/chat/completions (Caused by ProxyError('Cannot connect to proxy.'

是不是符合您readme里说的主动加 --api_base的情况

 iwhat 'api explorer' --api_base "`https://api.openai.com/v1`"

还是不行
